The situation:

She's applied for her PR card in 2023, got accepted in November. In the meantime, she has a certificate she can use as proof of being a permanent resident.

We got our tickets to Japan last year, with the goal of doing a week in japan, and then the rest of the trip in Vietnam, with her family. However, as she applied for her Japanese visa last month, they told her they only accept a picture of the PR card , and not the "temporary" certificate.

We've tried everything to get the card in advance, but to no avail. So we're not getting the card before leaving, but apparently there's this thing where you can stay up to 3 days in Japan without a visa, with a shore pass.

So, okay, fine, we'd do that, and go to Vietnam earlier. So she books a flight from Japan->Vietnam after 2.5~ days in Japan. Then, once at Japan, she'd show her new flight, and hopefully get granted a shore pass. The reason why we want to do this is because our initial flight package with the Montreal->Japan flight has most of the cost, and we'd want to keep the return flights.

However the airport isn't letting us check in online 1 day in advance, because her initial itinerary says she's going to be in Japan a week, and she doesn't have a visa. (She's keeping the initial itinerary, with the goal of taking the new flight in Japan->Vietnam rather than the original one that was a week after landing in Japan).

So, we're wondering if this is explainable at the MTL airport, and if they'd let her check in, if we told them that she's only planning on staying there less than 3 days, with the goal of getting a Shore pass once in japan, as she already has a flight planned within those 3 days.

Anyone have any idea if this will work, or if we're missing something?
