United Hotels keep declining my hotel booking even though im paying with miles?

Im trying to book a hotel for my Japan trip with my dad and I was hoping to use my miles to book the hotels since his company always pays for his flights.

I am using the United Hotels website which is powered by Hotels(.com) to book the hotel using my miles balance. I am trying to checkout, but everytime I do it says "Sorry, there's an issue with the payment information below."

However, I am not even putting in any card information as I am just paying ONLY with miles. How can my payment be declined when there's no payment information.

I also tried making a booking for one more day so I pay with miles + extra $ to see if booking with my card works. Now it says payment has been declined when I have more than enough balance on my card.

Has anyone had the same problem and how do I fix this? Do I contact United mileage support or Hotels(.com) support for this problem?
