Need help finding this movie, the name of which eternally escapes me.

It's a British (I think) science fiction movie where people are assigned different numbers or something, and the main character is like incompatible with this other person and when he is around her bad stuff starts to happen. The main dude eventually invents something to offset this problem so he can see the girl and it leads into them discovering some secret hidden truth about their world and etc.. it starts when they're children and there's a scene where the two meet on a playground and a plane falls out of the sky.

Someone help me find this movie!

I feel like I know what the dvd cover looks like too, it's blue and has two peoples hands reaching for each other.
