Visiting Québec province with a dog?

Hi there - I'm considering visiting Québec this summer, specifically Montréal, Québec City, and the Eastern Township area. I'd be traveling with a small dog. I am wondering about bringing her to restaurants and wineries with outdoor seating. I'm having a hard time assessing if this would be okay in Canada/Québec province; websites like Bring Fido seem to suggest that this is okay at some specific restaurants but knowing the general attitude/norms would be helpful. I have been able to find dog-friendly lodging and parks.
