Shows with blurred edges?

When watching many current TV shows on streaming services I notice there's a blur around edges of screen in some series. Maybe most of the series on steaming. This seems to be a recent film technique of say last 10 years? Am I going crazy in seeing this? Is it merely to focus the viewers attention on objects in foreground? I'm not a film maker so I'm more curious than anything. For instance in Harlem Corben show Shelter I think the blurred edges were present most of show.
